Bishop Richard Gagnon of the Diocese of Victoria has been appointed archbishop-elect of Winnipeg. Gagnon was appointed to the Victoria post in 2004. He arrived from the archdiocese of Vancouver. He took over from Archbishop Raymond Roussin, who moved to Vancouver after serving five years as the bishop of Victoria. Roussin came to Victoria in 1998 as a replacement for Bishop Remi De Roo, who stepped down at the mandatory retirement age of 75. Gagnon’s service time also saw controversy erupt over the dismissal of a gay church employee at Holy Cross Church in Gordon Head and the subsequent resignation of the parish priest who had refused to do the firing.
